It was five, now it’s 17. Where “freaks” breed in Ulyanovsk

According to the press service of the city administration, in the Zheleznodorozhny district of Ulyanovsk there are now 17 unfinished and abandoned buildings, although a year ago there were only five. A journalist from ulpravda.ru looked into why the situation has changed for the worse over the past 12 months and how the number of dangerous buildings has increased significantly.

“In the spring of 2023, our municipality actually had five unfinished projects, while the fate of four of them was actually decided,” the administration of the Zheleznodorozhny district of Ulyanovsk assured us. – For example, an apartment building on Lokomotivnaya Street and a residential building with built-in social and utility facilities on Transportnaya Street, which were considered unfinished for several years, were finally built and put into operation! The reconstruction of two more long-term construction projects has also begun – an apartment building on Lokomotivnaya Street, which is located 288 meters southeast of the Ulyanovsk-Tsentralny station building, and a unified ward building No. 2 with an extension of the physiotherapy department for the “Price Quality” clinic, located on Kirova Street.” .

According to the leadership of the Zheleznodorozhny district of Ulyanovsk, only the fate of one unfinished building remained unresolved – on Transportnaya Street. The same one that is listed as an object of cultural heritage of regional significance “Building of the Merchant Golubkov Factory”. Back in 2021, following a court hearing, a settlement agreement was concluded between the owner of the building, Perspective Investments LLC, and the city administration on the need to install a fence around the perimeter of the property. But over the past three years, the fence has not appeared.

“The owner of the building has been repeatedly brought to administrative responsibility, the bailiffs have been trying all this time to force the owner to execute the court decision, but the case is not moving forward,” the Ulyanovsk city administration shrugs.

Meanwhile, the Zheleznodorozhny district administration has identified 16 new dangerous buildings.

“For each such unfinished construction project or unused building located on the territory of the district, the authorities are carrying out various work,” the head of the Zheleznodorozhny district, Alexey Onishchenko, assured us. – For example, at the beginning of 2024, an unsightly one-story brick building on Kirova, 85 was demolished. The dismantling of the building was carried out by the new owner of the property, who showed a good example of a responsible approach to business. Indeed, in previous years, the unfinished building had several owners, but, unfortunately, they did not take any measures.”

Another “freak”, located on the same Kirov Street, in building No. 5, has not yet been demolished, but has become safer: in compliance with the court decision, the owner of the building installed a mesh for repair work and began to improve the facade.

The court decision also secured the emergency building on Yuzhnaya Street, 57: the owner of the house brought this building to standard condition.

Apparently, the same fate soon awaits the emergency building No. 50 on Kirova Street: access to this house is now blocked, the owner of the building promises to begin reconstruction within a month.

But the restoration work that began last year at 1 III International Street has now stopped. It turned out that the Spetsproektrestavratsiya enterprise, which carried out emergency construction work, had not yet drawn up design documentation. Once the documents are in order, the restoration can continue.

The owner of the “ugly building”, located at 46 Yuzhnaya Street, decided to demolish the long-term construction and build an apartment building on this land plot. According to our information, as soon as permission to build an apartment building is received, the unsafe building will be demolished.

“Claim actions have been organized for dangerous construction sites located on Gaya Avenue, 85, as well as on the streets of Khrustalnaya, 10a, Zheleznodorozhnaya, 23, Zheleznodorozhnaya, 27a, Geroev Sviri, 16v, Pervomaiskaya (behind house No. 4) and Yuzhnaya, 61,” The administration of the Zheleznodorozhny district of Ulyanovsk clarified this to us. “If the owners of these buildings do not ensure the safety of their facilities in the near future, their fate will be decided in court.”
