The Samara Gubernia Duma commented on the law on supporting large families – News from Samara and Tolyatti

We are talking about amendments to the regional law “On state support for citizens with children,” which were adopted back in March of this year.

The regulatory act provides for various measures to help families with children living in the region. The law applies to citizens of the Russian Federation, foreign citizens and stateless persons.

However, this gave rise to various kinds of speculation on the Internet regarding the fact that the amendments were allegedly adopted in the interests of migrant families to the detriment of residents of the Samara region. In turn, the first deputy chairman of the regional parliament, Marina Antimonova, called such statements a baseless and crude attempt to distort the essence of the socially important laws being adopted.

“In March 2024, at the initiative of the Governor of the Samara Region, the Samara Provincial Duma adopted a law that significantly expanded support measures for large families who are Russian citizens. It became important a step in order to implement the Decree of the President of the Russian Federation “On measures of social support for large families”“, noted Marina Antimonova. She emphasized that Russian families are provided with such support measures as the right to free travel on public transport for students from large families, priority admission to preschool institutions, and provision of free meals to schoolchildren and middle-level students.

“By the beginning of the school year, children from large families, which is about 64.5 thousand schoolchildren, will be provided with an annual cash payment to provide school clothes and sports uniforms in the amount of 11 thousand rubles”, notes Marina Antimonova.

As for foreign citizens, support measures for them were provided for in regional legislation earlier.

“You cannot leave children living in the Samara region in trouble and not help them just because they are citizens of another country. They are provided with other support measures, such as monthly child benefit; monthly allowance for child food in state or municipal educational organizations and some others. A similar approach is enshrined in the Federal Law on Support for Families with Children“, explained Marina Antimonova.

“The Samara Region Law adopted in March 2024 did not change the amount of support for families with foreign citizens. It is important to read the adopted laws carefully and correctly! Explain to people the true content of the measures taken by the state in the interests of our residents! We cannot afford ignorance in these matters!“adds the deputy chairman of the Samara Provincial Duma.

Let us recall that in December 2023, during a direct line, Russian President Vladimir Putin, commenting on assistance to migrant families, said the following: “It is necessary to create normal human conditions for these migrants. Here I saw on the boards and on the screens the question: how much money will we spend on solving social issues for members of migrant families? Yes, of course, I understand the sensitivity of this issue, but would it be better if we abandon these people, these children, the wives of migrants altogether? What will this turn into? We’d better influence them” At the same time, he recalled that foreign citizens must certainly respect the laws of Russia.
