The history of the city consists of great events anddaytime activities, accomplishments of famous people and daily the labors of every resident. It is preserved by memorials and monuments architecture, names of districts, streets, parks… And also names.

One name on the map of the regional center arrived: the decision of the Tula City Duma, adopted at 60th At the next meeting, Central Committee No. 23 was named after the Hero of Russia Nikolai Aleksandrovich Makarovets, the legendary gunsmith who for many years headed the famous Research and production association “SPLAV”.

A native of the Ukrainian city of Krolevets, Nikolai Alexandrovich received Tula weapons hardening while still a student at the Mechanical Institute. And although he returned here in 1985 as an already accomplished scientist and developer, it was at the head of the SPLAVA team that he reached professional heights. Despite being extremely busy, N. A. Makarovets always found time to communicate with young people, considering the education of the younger generation to be the most important task. Therefore, it is very symbolic that it was school teachers who took the initiative to name Central Educational Center No. 23 after him. The proposal met with the approval of not only parents and students, but also the city commission on historical heritage and city toponymy. The deputies unanimously supported the proposal.

The task of preserving historical memory directly concerns architectural heritage. In Tula, as many federal experts note, it has been solved quite successfully over the last decade, and the Museum Quarter on Metallistov Street undoubtedly serves as an example. However, this work cannot yet be considered completely completed. There are still many historical and cultural monuments in different parts of the city that require attention, and most importantly, financial investments. In this case, the well-established preferential rental program comes to the aid of the municipal budget, when a potential tenant – be it an individual or a legal entity – takes a long-term lease of a building for a nominal fee, but at the same time accepts an obligation to restore it and use it for its intended purpose: for example, for organizing trade or catering, hotel or office accommodation. Thus, preferential rent is of interest to both investors and the city.

At a meeting last Wednesday, deputies reviewed draft decisions on the lease of four non-residential buildings recognized as cultural heritage sites: on the street. Zhukovsky, 7, st. Pushkinskaya, 25/ st. F. Engelsa, 61, st. Oktyabrskaya, 56 and Pirogov, 24.

All four historical buildings are in unsatisfactory condition, so the auction starts at a price of one ruble per year of rent for a total period of 49 years.

As explained Deputy Chairman of the Tula City Duma Anastasia Dementievathe buildings are not only of interest as architectural monuments, but also conveniently located from the point of view of transport infrastructure.

“Of course, the special cultural status of the buildings being leased imposes clear obligations for their restoration, maintenance and use,” noted Anastasia Dementieva. “However, the favorable location of real estate, preferential rental rates and long contract terms attract tenants who are interested in developing business in a historical center of Tula. At the same time, the regional center is being transformed, preserving cultural heritage sites for future generations.

Also during the meeting, deputies made adjustments to the budget and changes to the forecast plan for the privatization of municipal property, decided to transfer premises for free use to social institutions and considered a number of other issues important for the life of the city.
