The prosecutor’s office in Saratov went through bomb shelters. The defendants include the “Tea” store and a cardboard dealer.

Three claims of the same type from the Saratov Region Prosecutor’s Office are being considered in arbitration. They want to fine the business for improper use of federal property.

The defendant in one of the claims is the general director LLC “Tea Store” Marina Zavyalova. Supervision wants to bring her to administrative responsibility under Part 2 of Art. 7.24 Code of Administrative Offenses of the Russian Federation.

This clause implies liability for the use of a federally owned non-residential property without properly executed documents or in violation of established norms and rules for the operation and maintenance of non-residential facilities. Its violation entails a fine: for citizens – 1000-1500 rubles, officials – 2-3 thousand rubles, legal entities – 20-30 thousand rubles.

LLC “Tea Store” has been operating since 2016, engaged in rental and management of real estate. The registration address in Saratov is Stolypina Ave., 13. The store of the same name is located here. And the building itself, built in 1884, was built as the house of a Catholic bishop. It is a cultural heritage site, a monument of regional significance. It is not yet clear what exactly did not satisfy the supervision in the way the business handled it.

In 2017, the prosecutor’s office already attracted the “Tea Store” under the same article of the Code of Administrative Offenses. Then the prosecutor’s office of the Frunzensky district of Saratov, together with the Main Directorate of the Ministry of Emergency Situations of Russia for the Saratov region, checked the LLC for the use, operation and proper maintenance of the civil defense protective structure located on Kirova Ave., 8. We are talking about a shelter, although at the same address there is a residential high-rise building of relatively recent construction.

In 2005, the Federal Property Management Agency for the Saratov Region transferred the shelter to Chai for safekeeping. The check showed that there is no serial number on the gates and doors of the shelter, the entrance to it is cluttered with cleaning equipment and garbage, there is no documentation for it, waterproofing is not provided – the shelter is flooded. The representative of the LLC agreed with the claims and received not a fine, but a warning. The court hearing in the new case is scheduled for May 30.

“The Tea Shop” belongs to Viktor Cherevichkin (20%) and Sergei Zavyalov (80%). The company’s revenue in 2023 amounted to 748 thousand rubles. loss – 139 thousand rubles.

The Frunzensky District Prosecutor’s Office wants to bring the chief engineer to justice for improper use of federal property JSC “Gazapparat” Vladislava Filippov. We are probably also talking about a civil defense facility. The company has no cases on this topic.

The plant has been producing pipeline fittings since 1992. Registration address – st. Bolshaya Kazachya, building. 125, p. 5.

The company is part of the businessman’s group of companies Igor Zakharov. The founders of the joint-stock company are not disclosed, however, open sources report that Igor Zakharov left the ranks of its founders in September 2021. The revenue of this enterprise for the past year amounted to 1.2 billion rubles, net profit – 71.8 million rubles. The court will consider the claim from the prosecutor’s office on June 4.

The arbitration also accepted the claim of the Frunze prosecutor’s office against ADI Oricon-Press LLC. The company has been operating since 2003, being an agent for the wholesale trade of paper and cardboard. Founders – Svetlana Khanina, Natalya Kopteva and Valentina Kuzenkova. Revenue for 2023 is 0 rubles, loss is 3.1 million rubles.

Like the Tea store, the prosecutor’s office and the Main Directorate of the Ministry of Emergency Situations inspected Oricon-Press in 2017 for the maintenance of civil defense facilities. The company entered into an agreement with the Federal Property Management Agency for non-residential premises on the street. Bolshaya Sadovaya, 149a. At this address there is a residential building built in 1960.

The inspection also revealed that the gates and doors of the shelter do not have a number painted in white on the inside or outside. And the elements of engineering systems inside (filter ventilation air ducts, water pipes, electrical and sewer pipes, water storage tanks and heating system pipes) are not painted in colors that meet regulatory requirements.

The rubber parts of the door seals, on the contrary, are painted over. And the air ducts do not indicate the direction of air movement; the entrance to the shelter is cluttered with debris. The legal entity was fined 20 thousand rubles. A hearing on the new claim is scheduled for June 4.
