During his speech, the senator outlined the new political and information conditions that have emerged over the past two years. According to him, a qualitative shift has occurred, first of all, in the global economy – new centers of economic power have emerged. “With their emergence, the desire of states for independence and sovereignty in world affairs also grows. Today, the top ten world economies include five countries representing the non-Western world – Russia, China, India, Brazil, Indonesia. Such processes generally change the global geopolitical disposition.”
In addition, I added Alexey Pushkov, the informal concept of the “global majority” has been established, which denotes countries’ commitment to the principles that form the basis for the construction of a new world order. “This majority has its own political expression – BRICS. Obviously, this is not a Western platform with the participation of states committed to changing their role in the world,” the senator said, adding that joining BRICS is a sovereign and voluntary choice of non-Western states.

“Opposition to the West’s attempts to isolate Russia has consolidated around the world. Also, the situation in the Middle East and the reaction of Western countries to it was a strong blow to the ideological positions of Western countries,” he emphasized.
Alexey Pushkov touched upon the doctrine of a “rules-based world.” “Now this doctrine is rejected by most countries in the Global South. At the same time, the West continues to consider it the basis of its international existence.”
The Chairman of the Federation Council Commission emphasized that in such conditions the basic attitude towards Russia in the non-Western world is positive. “Fatigue has accumulated from the dominance of Western power in the world. Russia carries the image of a country capable of resisting the West and identifying an alternative to its hegemony.” According to the senator, Russia is now becoming the founder of a new global ideology, which consists of promoting the idea of national independence, sovereignty and the preservation of the system of values on which human civilization is historically based.
