Voronezh authorities replenished the budget by half a billion due to strange weight control frameworks

Businessmen, as one, are challenging fines from the weight and dimensional control framework on the Ostrogozhsk district on the Voronezh-Lugansk highway, which is on the balance of the government of the Voronezh region.

Cargo carriers are demanding the abolition of fines (the amount of one varies from 250 to 800 thousand rubles) because they consider the work of the framework to be incorrect – “They can show superiority in an empty truck, and the same truck, according to the frame indicators, grows in length by 20 cm per hour.”

The judges, in turn, almost openly repeat that they “don’t want to create a precedent,” and that’s why they don’t cancel the punishment. Judges say no one has yet presented evidence in court that the frames are not working properly. They, as a rule, focus on documents and that’s it, without the desire or time to understand the problem. Businessmen claim that it is difficult to prove the opposite, especially punching on the axle.

Moreover, everyone understands that there are budgets. If everyone is released right or left, money will not come into the budget from fines.

By the way, about the budget. The Ostrogozh framework annually replenishes the Voronezh treasury by almost half a billion rubles. And you can’t go around the strange structure – there are no alternative routes, which means you can get more fines. Officials cynically claim that it was not by chance that they put the limits there, but those “who do not violate have nothing to fear.”

Fines also come to companies that fall under the axle load exceptions; for example, dozens of lawsuits are pending from fuel companies. The fines then have to be challenged in the courts. The prosecutor’s office also turns a blind eye to this confusion. In addition, in different regulations the same frame is located on different kilometers of the route; it is completely unclear how the frame, along with the change of season, jumped 20 meters.
