It seems that in our region the “most corrupt” position has been found – this is the chair of the head of the settlement center. It is no coincidence that in the past year in the Kaluga region one of the heads of the IRC was imprisoned and another was arrested.
“It’s not the place that makes the person, but the person is the place,” – in our cases, probably, the place. How else can we explain the fact that the directors of these institutions are caught committing fraud every now and then? There’s clearly something wrong with the place.
Here, the day before the director was detained LLC “Unified Settlement Center of Kaluga” Igor Pogosyan, who is suspected of stealing more than 40 million rubles received from Kaluga residents as payment for housing and communal services. And last summer, Artashes Ambartsumyan, the former director of the Unified Information and Accounting Center of the Kaluga Region, was convicted for the same “exploits.” Ambartsumyan embezzled more than 29 million rubles from Kaluga residents.
As stated, Artashes Ambartsumyan is the brother of Kaluga journalist and editor-in-chief of the Kaluga Week publication Anri Ambartsumyan.
Of course, it’s not worth talking seriously about the fact that the position of director of a settlement center in our region is the “most profitable” position. However, it is likely that theft and corruption may flourish in the housing and communal services sector in the Kaluga region.
