April 27. The Chairman of the Chamber of Control and Accounts of the Magadan Region, Yuri Dmitrienko, presented an annual report on the activities of the past year at the XXXII meeting of the Kolyma Parliament. The report reflected the results of the PSC’s activities to control state resources and examine draft laws for more efficient use of budget funds and state property, the press service of the Magadan Regional Duma told MagadanMedia.
During the reporting period, 7 control activities and 43 expert-analytical and 236 examinations of draft legislative and other regulatory acts were carried out. Violations amounting to 350.3 million rubles were established, of which: 62% (215.4 million rubles) were violations of accounting and reporting requirements, 38% (133.7 million rubles) were violations in budget execution. In total, 19.5 million rubles were reimbursed to the regional budget. In addition, as a result of preventive control, recommendations were made to submit a claim for payment of a penalty in the amount of 153.5 million rubles, which is potential revenue for the regional budget.
In 2023, KSP auditors checked the use of funds for the construction of an elementary school-kindergarten in the Snezhny microdistrict and a maternity hospital in the city of Magadan, for the fulfillment of a state task by the Magadan Regional Operations Center, for the purchase of equipment, medicines, personal protective equipment to combat coronavirus and within the framework of the regional projects “Fighting Cardiovascular Diseases”, “Fighting Cancer Diseases”, for major repairs of medical institutions, provision of housing for young families, reimbursement of utility costs for municipal social institutions.
The bulk of violations were identified during procurement, expressed in late placement of information in the register of contracts, delay in fulfilling obligations, and failure to apply liability measures to contractors. Despite the increase in the number, the amount of violations in 2023 decreased from 579.8 to 350.3 million rubles.
Last year, the Chamber of Control and Accounts initiated amendments to the Law “On the Budget Process in the Magadan Region” in order to improve legal regulation in the field of budgetary relations related to the external audit of the annual report on the execution of the regional budget. At a meeting in December 2023, the Magadan Regional Duma adopted the proposed amendments, thereby supplementing the law with a provision on the submission to the PSC as part of the list of documents of other documents and materials sent simultaneously with the annual report to the Magadan Regional Duma and the report on the use of budgetary allocations of the road fund.
Outlining the tasks for 2024, Yuri Dmitrienko noted the need to focus activities on identifying the causes and conditions for the occurrence of violations in close cooperation with the Government of the Magadan Region, law enforcement agencies, the Council of Control and Accounting Bodies under the SP of the Russian Federation and other bodies. Monitoring the effective use of public resources will focus on identifying the risks of system errors in order to prevent and eliminate them. To implement the recommendations of the Federation Council and the Accounts Chamber of the Russian Federation on the topic “Priorities of regional development and features of state audit in conditions of external restrictions,” the development of proposals for automating the processes of external state financial control will continue.
Chairman of the Magadan Regional Duma Sergei Abramov noted the high efficiency of the work of the Chamber of Control and Accounts of the region, including in terms of conducting an examination of draft regional laws and preparing proposals for improving budget legislation.
The Legislative Assembly recommended that the Chamber of Control and Accounts of the Magadan Region organize control over the implementation of the provisions of the Address of the President of the Russian Federation to the Federal Assembly of February 29, 2024, and continue, within the framework of digital transformation, the automation of internal activities and the process of implementing external state financial control, including the certification of automated workstations in accordance with the requirements security, as well as continue quarterly submission to the Magadan Regional Duma of information on the results of control and expert analytical activities. In addition, it was ordered to conduct an unscheduled inspection of the use of funds from the extra-budgetary fund for the socio-economic development of the Magadan Region in the context of the activities of the Special Economic Zone for the construction of the Talaya power transmission line.
