The Ministry of Energy and Housing and Communal Services of the Samara Region intends to allocate 560.49 million rubles. to provide subsidies to legal entities working in the field of municipal solid waste (MSW) management. The funds are intended to reimburse part of the costs incurred for the purchase of special equipment. The draft resolution was published on the regional government website.

Recipients of the subsidy can be municipal enterprises working in the field of MSW, a regional operator for the management of municipal waste (LLC “Ekostroyresurs”), as well as organizations carrying out activities for the collection, transportation, processing, disposal, disposal, disposal of MSW in the Samara region. agreements with the registrar.

Applicants for subsidies must have documents confirming that they have concluded and valid rental (leasing) and subleasing agreements for special equipment over the past five years. It is separately stated that a company applying for a subsidy must not be a foreign legal entity and be on the list of organizations associated with extremist activities and terrorism. In this case, not one, but several organizations can be recognized as the winner of the selection.

It can be assumed that one of the recipients of the subsidy will be Ekostroyresurs, which has previously repeatedly received funds from the regional budget to compensate for lost income. By the way, according to a document published on Fedresurs on the mandatory financial audit of the company’s annual reports, it ended 2023 with a loss of 474.6 million rubles. In this regard, the auditors expressed “significant doubts” that Ekostroyresurs LLC will be able to “continue its activities without interruption.”

Other companies may also apply for this subsidy. Thus, in March 2024, the transport operator reported that four carriers in the Samara region immediately updated their fleet of special equipment for the removal of MSW – for example, StroyBytServis LLC (serves the Kinel-Cherkassy region), Samara Volzhsky Energoservice LLC, Ecoprom JSC “(works in Syzran, Oktyabrsk, Syzran and Shigon districts).

“In total, since the beginning of 2019, through joint efforts we have been able to replenish the vehicle fleet by 160 units of special equipment,” it was reported in a press release from Ecostroyresurs, and it was also clarified that in total about 700 units of special equipment are involved in the management of solid waste in the Samara region.
