The investigation offered businessman Alexander Fomin, accused of giving a bribe to Deputy Minister of Defense of the Russian Federation Timur Ivanov, exemption from criminal liability in exchange for “active repentance,” but he refused. Kommersant reports this with reference to a source.

According to the publication, Fomin was detained on the evening of April 24. On the same day, in the morning, the Basmanny District Court of Moscow had already arrested Timur Ivanov and his confidant Sergei Borodin.

Fomin was arrested only on the morning of April 25. Kommersant calls the reason for the delay that the investigation offered the businessman “in exchange for active repentance, exemption from criminal liability provided for in such cases.” Fomin “pondered all day,” but refused the offer. On the evening of April 24, he was charged and detained.

In court, a representative of the Investigative Committee stated that Fomin has “significant financial resources and is a confidant of Deputy Defense Minister Ivanov.” In turn, the defense asked for a milder measure of restraint, drawing attention to Fomin’s “positive characteristics,” as well as his contribution to the construction of housing in the occupied territories of Ukraine. Fomin is a co-owner of the Olimpsitistroy company, which is the main developer in Mariupol.

Russian Deputy Defense Minister Timur Ivanov was detained on the evening of April 23 on suspicion of receiving a bribe on an especially large scale. He received the bribe, as stated in court, for “providing services of a property nature during contracting and subcontracting work for the needs of the Ministry of Defense.” The next day Ivanov was arrested. The second person involved in the case is businessman Sergei Borodin. According to investigators, Borodin and Ivanov entered into a criminal conspiracy “while being on friendly terms.” The Dossier Center in its 2023 investigation called Borodin a “confidant” of the deputy minister.

Businessman Alexander Fomin is accused of giving a bribe (Part 5 of Article 291 of the Criminal Code of the Russian Federation). The investigation believes that Ivanov “received kickbacks from Fomin not in real money, but in services – construction and restoration of real estate owned by him.” In exchange, the Deputy Minister of Defense helped Fomin’s company, Olimpsitistroy, conclude contracts worth tens of billions of rubles.
