To get the game, you just need to find the game yourself in the Microsoft Store and select the full version of the game, which should be free. To do this, you may need a valid Microsoft account.

According to users, the game can be downloaded through the Xbox app on PC. Unfortunately, the project became free only in some regions. And it seems that the developers have already noticed the error and are gradually closing the opportunity to get Tomb Raider for free. It appears the PC version has been added to the PC trilogy package and may soon be available through Game Pass, but due to a bug it has become free for everyone.
