Fraudsters who issued false birth certificates were detained in Tula

The investigative unit of the Investigative Directorate of the Russian Ministry of Internal Affairs for the city of Tula is investigating a criminal case against citizens who are accused of fraud in receiving payments.

It was established that a 28-year-old resident of Tula, knowing for certain that, in accordance with the law, the basis for state registration of birth during childbirth outside a maternity hospital is the statement of a person present during the birth, invited several women he knew to issue a birth certificate for a child who was not actually born. Investigators found that between December 21, 2021 and September 14, 2023, ten women received documents for fictitious children registered in a similar way. After this, the women turned to the registry office to process further payments and benefits. As a result of this illegal activity, budget funds allocated for the implementation of the national project “Demography” were stolen in the total amount of 1 million 260 thousand 959 rubles.

Currently, a preventive measure in the form of detention has been chosen against three accused, two women have been placed under house arrest. Operatives are taking measures to locate and detain five more female suspects.

The investigation also has reason to believe that the above women, using documents with false information, applied to MFC units to obtain state certificates for maternity capital, after which they cashed them out.

Currently, the Russian Ministry of Internal Affairs in the city of Tula is conducting investigative and operational-search activities aimed at establishing the circumstances of the illegal activities of the persons involved in the criminal case, as well as other persons involved in the commission of these criminal acts. They face a penalty of imprisonment for up to 4 years.
