The mayor spoke about economic development, road construction and the possible implementation of new large-scale projects

On Wednesday, April 24, a regular meeting of the City Duma was held in Voronezh. One of his main questions was the speech of Mayor Vadim Kstenin to deputies with a report on the administration’s activities for 2023.

At the beginning of his speech, the mayor said that last year was quite difficult both for the city authorities and for the residents of Voronezh. After all, sanctions pressure from Western countries continued. Issues related to the special military operation also remained among the priorities. The city authorities are now actively supporting fellow countrymen and their families, and are working on the patriotic education of young people.

“Summing up the results of the year, we can say that the city’s economy, withstanding sanctions pressure, increased the necessary capacity,” said Vadim Kstenin. “The stability of the budget has been maintained, the accepted expenditure obligations and the planned volumes of construction of infrastructure facilities have been fulfilled.”

Thus, the total revenues of the city budget amounted to 42.5 billion rubles, of which the city’s own increased significantly – by 8.6%. The level of wages also increased – the average in the city was more than 65 thousand rubles. We also noted a reduction in the level of registered unemployment – it amounted to 0.5%, and in 2022 it was 0.8%.

The mayor paid special attention to optimizing the city’s road network. So, last year several large objects were built and reconstructed at once. These are Krynina and Zagorovsky streets, roads in the block of Bogatyrskaya, Planetnaya, Fedora Tyutchev and Selskaya streets, an exit near the 508th kilometer of the M-4 Don highway and others. The reconstruction of the Ostuzhevskaya interchange also continued and work began on creating a backup for Moskovsky Avenue.

Deputy Chairman of the Voronezh City Duma Oleg Cherkasov drew attention to the problem of congestion in the city. He asked the mayor if we were planning to implement the South-Western Bypass of Voronezh. He also raised the pressing issue of building another bridge in the city.

“Today, the priority is the construction of one more bridge from the two that were previously planned in the General Plan,” the parliamentarian explained. — This is a bridge parallel to the railway bridge connecting Antonov-Ovseenko and M-4 Don.

Vadim Kstenin replied that the main priority for the next three years is the global repair of Voronezh roads. Now the warranties on most of the roads that were repaired have expired. According to preliminary estimates, in order to put the city’s streets in order, it will be necessary to allocate 3 billion a year for large-scale renovation of roads. Also, in the coming years, it will be necessary to begin the reconstruction of the VoGRESovsky bridge, which will also require an impressive amount.

The mayor explained that the objects indicated by the deputy remain in the long-term plan for the development of the city’s highways. But first of all, the authorities will pay attention to completing the large-scale projects that have already begun today. The construction of the fourth bridge will be able to begin if funding from the federal budget becomes possible.

Deputy Sergei Koliukh recalled the recently commissioned new building of kindergarten No. 103 on 9 January Street. It is located on the first two floors of a multi-storey building in a large residential complex. The parliamentarian noted the problem of lack of access to the kindergarten from Plekhanovskaya and Donbasskaya streets, and also inquired about the fate of the old building of the garden No. 103.

Vadim Kstenin replied that the authorities will reconstruct the old kindergarten building. True, the premises there are already morally and physically very outdated. Therefore, it is likely that the old building will simply be demolished in order to build a new modern kindergarten.

Deputy Konstantin Ashifin called on the authorities to more often involve social activists and deputies when discussing large-scale projects. According to him, this would help to establish communication with local residents, find out their opinion and position on the issue when it is still possible to make changes to the projects. For example, the parliamentarian believes that it would be possible to find options for preserving the rowan alley in the Kominternovsky district if this had been worked out in advance.

Parliamentarian Alexander Sysoev came up with an initiative to prioritize work to preserve the health of citizens. He proposed the option of creating modern sports complexes in large forested areas so that people there could engage in physical education.

As a result, the mayor’s report was unanimously accepted by all deputies present in the hall.

“Today’s report by the mayor was succinct, strong, complete and worthy of attention,” commented City Duma deputy Oleg Cherkasov, explaining that earlier they discussed all the issues in more detail, delving into the prospects for solving many problems. — This report was fully supported with wishes for further success in the implementation of more global issues. There are a lot of questions that need to be resolved.”
