City premises in the controversial iron house will be given to medical students

Deputies of the Vladimir City Council unanimously agreed to transfer to the ownership of the Vladimir region municipal premises in an iron house on Gorky Street, where the city authorities wanted to locate social institutions and specialized departments, but this never happened

Municipal premises in the building at 29 Gorky Street will be transferred to the ownership of the government of the Vladimir region – medical students of the branch of the Volga Region Research Medical University (PIMU) opened in 2023 will study in these areas.

This news would not have been so significant if the building on Gorky 29 had not been the scandalous iron house, the history of the confrontation between officials and the developer over which has been going on for more than 10 years. Now, at the request of the regional Ministry of Property and Land Relations, premises on different floors of the iron house, including the basement and ground floor, with a total area of ​​3.1 thousand square meters and worth tens of millions of rubles, will be transferred to the ownership of the government of the Vladimir region.

“The premises transferred from municipal ownership to the ownership of the Vladimir region, after they are renovated and equipped with the necessary equipment, will be used by the Vladimir branch of the federal state institution of higher education, the Volga Research Medical University, to organize the educational process. The placement of additional space for the Vladimir branch of PIMU will increase the availability of higher medical education in Vladimir and the region, reduce the personnel shortage of doctors in the regional healthcare system, and also increase the number of students studying,” – emphasize in the mayor’s office of the city of Vladimir.

Deputies of the Vladimir City Council did not express any objections to such a “waste” of municipal premises, which the city authorities acquired with such difficulty. The decision was made unanimously.

The last time the house-iron was mentioned in the Vladimir City Hall was when, at the end of 2023, the head of the city, Dmitry Naumov, inspected the vast municipal premises in the building, which had been empty since 2017. It is noteworthy that then Vice-Governor Vladimir Kuimov participated in the inspection, and officials hinted at the implementation of certain “social projects” in the empty premises. Perhaps even then there was talk of transferring municipal property to regional ownership.

The story of the multi-storey extension to house No. 27 on Gorky Street has been going on for more than 10 years. The building opposite the Vladimir City Hall was built by the SreZ company in 2009-2011 in violation of the law. The facility was not put into operation. Since 2014, legal proceedings have been ongoing regarding the claims of the Vladimir mayor’s office against the builders. In the summer of 2016, the Arbitration Court of the Vladimir Region satisfied the demands of the Vladimir mayor’s office and sentenced the object to demolition within 3 months. Later, the authorities of the regional capital unexpectedly changed their minds about demolishing the iron house and agreed to settle with the developer. “SreZ” recognized the Vladimir City Hall’s ownership of non-residential premises on the 1st, 5th, 6th, 7th and 8th floors with a total area of ​​1,867 square meters. The developer retained the ground floor, as well as the 2, 3, 4 and 9 floors with a total area of ​​1,960 square meters. Now, apparently, somehow these premises also ended up in the ownership of the Vladimir mayor’s office.

In October 2017, the Vladimir authorities put up for auction a project for finishing their five floors of an iron house. In 2018, officials did not give up the idea of ​​​​developing a project for adapting the inherited premises for the department of physical education and sports, a conference room, a social and pedagogical center with a conference room, and a city center for preparing young men for military service. The mayor’s office announced the opening of “municipal floors” in both 2019 and 2020: it was planned that child psychologists, a sports museum, a city youth department and patriotic organizations would move in. However, things never came to the point of active action, and municipal premises remained unclaimed.

And in the summer of 2022, the Vladimir prosecutor’s office found violations in the actions of municipal officials who made a deal with the developer. The supervisory agency insisted that the settlement agreement did not meet the interests of the municipality, and the illegal actions of the city administration not only freed the developer from demolishing the unauthorized building, but also made it possible to register ownership and sell part of the premises.

Based on the results of the prosecutor’s inspection, the SledCom office for the Vladimir region opened a criminal case for abuse of power by officials of the Vladimir city administration (Part 1 of Article 286 of the Criminal Code of the Russian Federation). However, it was not possible to challenge the legality of the settlement agreement in the Arbitration Court – the statute of limitations had expired. Therefore, the investigation was stopped and the perpetrators were never named.
