Alexey Russkikh spoke at the Gubernatorsky Palace of Culture in front of the ZSO and the public with a report on the results of 2023.

“I view the speech not only as a report on the work of the past year, but also as an opportunity to present our plans, action strategy, and introduce you to the tasks that we will solve together until 2031,” the governor said.

According to the Russians, 2023 showed significant industrial growth, with traditional flagship enterprises having very good performance results. Gross regional product, profit, production and shipment, and labor productivity are growing. New jobs are created, wages increase, enterprises are restarted after the previous owners leave, and new ones are opened.


Economic development

The governor called economic development and maintaining strong rates of economic growth one of the main tasks of the Ulyanovsk region. At the same time, the results in 2023 allow us to look into the future with optimism. Let’s look at the numbers.

The index of production of goods and services at the end of last year amounted to 108.1% by 2022, which is higher than the average for the Volga Federal District (107%). Moreover, already this year this figure for January-February has increased to 114.6% compared to the same period last year. Shipments of self-produced goods in the first two months amounted to 143% compared to the same period last year.

The industrial production index is almost 112%. This is higher than the average for the Volga Federal District and Russia. As Russkikh said, the pre-crisis level of 2021 has been reached and exceeded. Now the Ulyanovsk region is in the top ten regions of Russia with the most dynamically growing industry. What helps this?

“The largest contribution to the industrial production index was made by our traditional industries – motor vehicles and the food industry. And the highest growth was shown by metalworking and aircraft manufacturing. Thus, the traditional economic specialization of our region is confirmed – automobile and aircraft manufacturing, radio electronics, light and food industries. I thank the management and teams of the largest enterprises in the region for their high production performance,” the governor noted.

Economic growth allowed the creation of 22.5 thousand new jobs.


“Tryokhsosensky” and taxes

Alexey Russkikh especially noted this beer and kvass production plant. In 2022, the volume of tax and non-tax revenues of the regional budget from the enterprise amounted to 10 billion 368 million rubles. And in 2023, it replenished the regional treasury by 12 billion 559 million rubles with a growth rate of 121%. Last year, Trekhsosensky invested almost 1.3 billion rubles in modernizing its production.


Investment policy

At the end of 2023, the volume of investments in fixed assets amounted to 120.8 billion rubles, or 102.3% of the 2022 level. In terms of volume, this is a historical maximum for the region! At the moment, the portfolio of the Ulyanovsk region includes 102 investment projects worth 113 billion rubles. There are 35 projects in the active phase with a total investment of 50 billion.

“We continue to develop investment infrastructure. There are two tasks here – to expand the capabilities of existing industrial zones and industrial parks. It is necessary to decentralize the investment infrastructure and create new points of economic growth in municipalities. An infrastructure budget loan of 2.6 billion rubles became a good tool. It includes the creation of three large facilities,” Russkikh said.

These are two production and warehouse buildings in the Zavolzhye industrial zone with an area of ​​7.5 thousand sq.m. and on the territory of PSEZ, with an area of ​​19 thousand sq.m. Their construction will be completed this year. The third facility is intended for the center for the production, repair, maintenance, and modernization of UZGA aircraft. In fact, this will be a new industrial park on the territory of the Ulyanovsk port special economic zone.

A plant for the production of aluminum packaging for drinks, Arnest Packaging Solutions, was launched with a total investment of 13.5 billion rubles. A Media73 correspondent attended the opening and spoke about it in detail.

The implementation of new investment projects has begun. JSC Rusatom Wind Blades is creating the production of wind power plant blades with an investment volume of 1.4 billion rubles instead of the Danish Vestas. A production complex for the production of industrial alcohols is being built, and modernization is being carried out at DAAZ.

The Federal Industrial Development Fund approved preferential loans to Ulyanovsk companies for 18 billion rubles, another 16.6 billion came to enterprises in the region in the form of direct subsidies from the Ministry of Industry and Trade of the Russian Federation. Business received more than three billion bank loans under regional guarantees.


Small and medium businesses

“We actively support our entrepreneurs, including young and social businesses, and create conditions for their development. In 2023, the number of SMEs increased by more than a thousand. At the beginning of 2024, according to statistics, there are 43,536 small and medium-sized businesses in the Ulyanovsk region. To them we can safely add almost 57 thousand self-employed, the number of which increased by more than 18 thousand over the past year,” the governor noted.

Revenues from special tax regimes increased by 8%. In absolute figures, the tax return of SMEs to the regional treasury over the past year amounted to almost five billion rubles.

A special infrastructure has been created to support SMEs. These are the Guarantee Fund of the Ulyanovsk Region and the Fund for Financing Industry and Entrepreneurship, a Leasing Company, the Regional Center “My Business”, MFC for business in Ulyanovsk and Dimitrovgrad, 18 entrepreneurship development centers in the regions.
