Despite the alarming situation and cancellation of the “Immortal Regiment” campaign In the Yukhnovsky district it is planned to hold a large festival of original animation “Insomnia”.
According to information from the project website, the festival should take place from July 18 to 22 near the village of Rylyaki. However, in modern conditions the question arises of ensuring the safety of such mass events: who and how should ensure the peace of mind of visitors to such festivals?
We decided to contact law enforcement agencies for clarification of the situation.
“When holding mass events, the organizers submit a notification to the local government body of an application. The local administration reviews this application. And if there are no threats to the life and health of people or other violations, then permission is given. The organizers in this notification indicate those responsible for holding the event and providing medical care and ensuring security. That is, the safety of the participants of such events is ensured by the organizers. They can enter into an agreement with private security companies. But, in any case, when such a mass event takes place, the local administration notifies the territorial department of internal affairs. Then the security of such a festival is decided. on an individual basis, police officers may be involved,”
– said the head of the press service of the regional Ministry of Internal Affairs Sergei Mukhanov.
According to him, during such mass events, in addition to private security guards, the safety of visitors is ensured by the police, the National Guard, Cossack formations, and vigilantes. Additional funds are allocated for the protection of public order.
Interest in the issue of safety during such festivals became especially acute after the tragic events at Crocus. This is also compounded by periodic drone attacks on our region.
