What work is under the concession agreement between the Novosibirsk City Hall and the Siberian Generating Company (SGK) were not fulfilled in 2023 and why? When is their completion planned and will it affect the current year’s work schedule? Deputies of the Novosibirsk Council of Deputies criticized the concessionaire at a meeting of the municipal services commission.
April 24, 2024, as part of the consideration of the implementation of the concession agreement between the SGC and the mayor’s office for the operation and reconstruction of municipal heating networks and boiler houses in Novosibirsk Director of the West Siberian branch of SGK Igor Luzanov reported on the reasons for the partial failure to complete the scope of work for 2023.
Only 98 million rubles out of the planned 698 million rubles were spent in the area of work to update the central heating station. The measures were partially completed at 45 out of 68 central heating stations due to the fact that the necessary equipment was delivered after the end of the repair period, and during the winter heating season it was not possible to turn off heating points for work.

According to the SGK, a set of measures has been developed to carry out work on transitional projects in the amount of 599.7 million rubles this year: for 39 central heating centers until May 31, for 15 – until September 1, for 7 – until November 15. These works should not affect the timing of the concession activities previously planned for 2024.
Chairman of the Commission for Control over Local Government Bodies of the Council of Deputies of Novosibirsk Andrey Gudovsky drew attention to the fact that the transfer of part of the work from 2023 to the current year was not agreed upon with the mayor’s office due to the lack of a relevant document. The head of the concessionaire acknowledged the fairness of the remark. “In my opinion, SGK has once again failed to fulfill its obligations to the city of Novosibirsk,” the deputy concluded and called on the municipality representatives to impose “maximum fines” for this episode.
The discussion was summed up Chairman of the Commission on Urban Economy of the Council of Deputies of Novosibirsk Igor Kudin, who proposed to audit the implementation of the concession agreement by the Chamber of Control and Accounts of Novosibirsk: “Let our auditors take a look and inform us.”
