A draft resolution on the Procedure for organizing and conducting evacuation measures in Ulyanovsk has been published on the city administration website.

According to it, Ulyanovsk enterprises and the townspeople themselves are subject to evacuation or dispersal in case of danger. Employees of organizations and enterprises that continue to work in areas of possible dangers, and employees ensuring the functioning of life support facilities and infrastructure should be dispersed.

Evacuation should concern employees of organizations and enterprises who will be transferred to safe areas of the region, as well as non-working members of their families; non-working family members of Ulyanovsk residents who are subject to dispersal; disabled and unemployed residents, if they are not subject to mobilization for military service; patients in hospitals, including maternity hospitals and sanatoriums, as well as convicts and other persons in custody. In addition, the evacuation of material, cultural values ​​and archival documents is necessary.

Evacuation can be partial or general. The first is carried out in relation to the disabled and unemployed population.

Evacuation must be carried out by all transport, regardless of its form of ownership, if it is not used in the interests of the Armed Forces of the Russian Federation. To manage the process, it is necessary to create a special commission, identify prefabricated evacuation points, control groups on pedestrian evacuation routes and points for boarding the population on transport. The evacuation location – the so-called safe area – is determined in agreement with the military authorities and the Main Directorate of the Russian Ministry of Emergency Situations for the Ulyanovsk Region.
