The Center for the Promotion of Family Education No. 12 on Petrogradskaya Side, around which a scandal erupted in March, has had a new director. Alevtina Pogorelova, who headed the orphanage for more than 30 years, no longer works there. On April 24, Fontanka drew attention to information about this on the website of CSSV No. 12.

In March, one of the center’s wards contacted the Human Rights Commissioner in St. Petersburg, Svetlana Agapitova, with a complaint about threats of psychiatric treatment due to violations of discipline. As confirmation, he provided an audio recording of a conversation with a woman who insults him and says: “Okay, I’ll decide. Most likely, you will go to my psychiatry. Get away from here”.

Back in January, he escaped from CSSV No. 12 and was afraid to return there, expecting physical punishment and the implementation of voiced threats. Caregivers, teachers and the director of the center told Fontanka that the teenager is mentally healthy and has no indication for treatment.

He asked the Commissioner for Human Rights to help him transfer to another CSSV, which, as a result, was done with the assistance of the Social Policy Committee. Now the young man is in CSSV No. 5 in the Kalininsky district. The office of the Ombudsman for Children’s Rights, Anna Mityanina, contacted the prosecutor’s office about what was happening, and the Committee on Social Policy conducted its own investigation.

In April, information about Alevtina Pogorelova, who headed the center during the incident, was removed from the website of CSSV No. 12. Previously, her photo was posted on the main page. In the “Guide” section. Teaching staff” Konstantin Mamaev is indicated as the acting director.

“I’m fired,” 74-year-old Alevtina Pogorelova told a Fontanka correspondent, refusing to provide any details.

The new director of the center, Konstantin Mamaev, is 47 years old, he is a graduate of the Faculty of Defectology and Social Work of Leningrad State University. Pushkin and Leningrad Regional College of Culture and Arts.

Fontanka also talked about the situation at the Center for Promotion of Family Education No. 14 in Pushkin, whose ward complained to the police about threats of psychiatric treatment. The Office of the Commissioner for Children’s Rights visited this center and came to the conclusion that the rights of children were not violated there.
