The Chelyabinsk region’s income turned out to be more than its expenses

On April 25, deputies of the Legislative Assembly of the Chelyabinsk Region reviewed the results of the execution of the regional budget for 2023. The regional budget was executed with a surplus, the press service of the legislative assembly reported.

“Execution in terms of income amounted to 285.4 billion rubles, or 115.8% of the plan, and in terms of expenses – 278.9 billion rubles, or 92.3% of the plan. The regional budget surplus amounted to 6.4 billion rubles. The Chelyabinsk region was among 32 regions of the country that ended the year with a surplus,” the ZSO press service clarified.

According to the regional Ministry of Finance, 72.5 billion rubles were spent on social support for citizens, including measures to help military personnel and members of their families. Almost 66 billion rubles were spent on education. A significant part of these funds is aimed at creating an inter-university campus in Chelyabinsk, providing schools with qualified security and centralized purchases of textbooks.

Healthcare, including social payments to primary care specialists, received 24.7 billion rubles. 8.7 billion rubles were allocated to finance physical education and sports in 2023. In the cultural sector, including the creation of modular cultural centers, expenses amounted to 5.2 billion rubles.

The volume of expenditures on modernization of road facilities amounted to 23.9 billion rubles. More than 15 billion rubles were allocated to the transport sector, including within the framework of two projects: Metrotram in Chelyabinsk and Integrated Development of the Chelyabinsk Agglomeration. Also last year, through the use of a special treasury loan, a large batch of new passenger buses was purchased for municipalities in the region.

Expenditures on housing and communal services amounted to 16.3 billion rubles. The region continued to resettle citizens from emergency housing. Expenses for completing the construction of problematic facilities and payments to defrauded shareholders have been increased.

Investments in agriculture amounted to almost three billion rubles. 3.6 billion rubles were received to finance environmental activities. These funds are aimed at eliminating unauthorized landfills, creating and developing infrastructure for eco-tourism, and cleaning up the Miass River in Chelyabinsk.

127 billion rubles were transferred from the regional budget to municipalities. As a result of the hearings, deputies of the ZSO unanimously supported the bill “On the execution of the regional budget for 2023.”
