At the 32nd session of the Legislative Assembly, the Commissioner for Human Rights in the Vologda Region Oleg Dimoni made a report on the activities of the institute for 2023.

In 2023, the Ombudsman received 1,309 complaints, 14% more than the year before. Issues related to social security, medicine, housing and the provision of housing and communal services remain relevant.

“In 2023, issues related to supporting SVO participants and their family members became the most important. A significant part of the requests concerned the search for military personnel and the release of soldiers from captivity. All possible measures have been taken to resolve such issues. Thanks to interaction with the Commissioner for Human Rights in the Russian Federation, the Russian Ministry of Defense and a number of other departments, it was possible to free five Vologda residents from captivity.”– said Oleg Dimoni.

Also, a large number of requests came from mothers, wives and other relatives of military personnel on issues related to dismissal due to the end of the contract, changes in family circumstances, health care and the exercise of the right to rest for military personnel. In addition, citizens had problems receiving federal and regional payments and obtaining a combat veteran’s certificate.

Chairman of the Standing Committee on State Legal Activities, Legality and Human Rights of the ZSO, head of the Regional Public Reception of Citizens, member of the United Russia faction Larisa Kozhevina noted that the work of the committee and the public reception closely intersects with the activities of the Commissioner for Human Rights in the Vologda Region.

“Our work, like the work of the Commissioner for Human Rights Oleg Dimoni, is also aimed at helping citizens and considering appeals. Now we have one common, very important task – to process requests from SVO participants and members of their families, resolve issues regarding payments, and provide all available measures of social support. Another area of ​​our joint work is legal education of citizens and free legal consultations,” – Larisa Kozhevina commented.

The list of persons who will be provided with free legal assistance included citizens who, as members of special-risk units, took direct part in testing nuclear and thermonuclear weapons, and eliminating accidents at nuclear installations at weapons and military facilities.

Since the beginning of 2024, the State Legal Bureau has been operating in the region, which not only provides consultations, but also helps in drawing up procedural documents, accompanies residents in courts, where it represents their interests.
