The Oryol Regional Court overturned the decision of the Kromsky District Court of Orel to imprison the owner of the Kursk company “Kvarta-L” Anton Tyapochkin in a pre-trial detention center. The entrepreneur was given a preventive measure in the form of house arrest until May 30, 2024.

Tyapochkin, together with the director of Stroylogistics, Evgeniy Rabenkov, is accused of embezzling 1.9 million rubles as part of the implementation of the national project “Housing and Comfortable Environment”. Allegedly, the conditions for the improvement of the project were violated: children’s play equipment and sports complexes were supplied at an inflated cost with inappropriate quality characteristics. Oryol Investigative Committee opened a criminal case under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (“Fraud”), reports the business publication Abireg.

It is also clarified that this is not the first time that Mr. Tyapochkin gets into a scandalous story. First Vice-Mayor of Kursk Nikolai Tsybin announced the termination of the contract with Kvarta-L for the construction of a sewage pumping station in the South-Western regional center for 57 million rubles. Work on the site began in 2021 and was due to be completed in the spring of 2022.

In March 2024, the governor of the Kursk region, Roman Starovoyt, was angry with the entrepreneur for missing the deadline for the overhaul of a recreation center in the Zolotukhinsky district for 34 million rubles.
