ABIREG.RU – Analytics – Several owners of the house being resettled No. 8/2 on Leninsky Prospekt, which is part of a residential area subject to renovation, bounded by the streets of Heroes of the Stratosphere, Merkulova, Kulibina and Leninsky Prospekt, refuse to move from the dilapidated building. Since all the deadlines according to the relocation schedule had expired, the Voronezh administration filed a lawsuit against the owners to seize their premises. The eternal theme of who is right: residents eager to stay in their area, but within new walls, without spending a penny on it, or the authorities, who have the responsibility to transform the city and rid it of emergency growths, reaches a new level.

10 “squares” on top

Of the 24 apartments in the high-rise building, 18 have already been occupied. One premises is owned by the municipality: the process of transferring it to the developer is now underway. Three owners chose to receive monetary compensation, 15 chose apartments from those offered by the Development Group and have already moved to their new housing. Only five owners did not like any of the options offered by the developer. And these are apartments in modern residential complexes or monetary compensation for premises that are actually unsuitable for living.

“The apartments that we offer to owners are larger than the premises in a dilapidated building: up to 10 square meters. m from above. Nevertheless, we are going to increase the area; we consider this an equal exchange. Everything in order to move forward the process of renovation of a depressed quarter and turning it into one of the most beautiful and modern areas of Voronezh. As for monetary compensation, its size depends on the market value of the apartment at the time of its purchase. We offer payments that are established based on the assessment presented to us,” explained the Development Group.

Is it in the area?

All residential complexes, the apartments of which the developer offers to residents of building No. 8/2 on Leninsky Prospekt, are located in areas with developed infrastructure: shops, schools, kindergartens, and medical institutions are nearby. Owners can move to one of six residential complexes: residential complex “Mandarin”, residential complex “Aviator-2”, residential complex “Aquamarine”, railway station on the street. Gaidara, 1a, residential complex “Galaktika”, residential complex “Double two”. Several of them are located in the same area, but the owners of apartments in a dilapidated building do not yet consider these locations satisfactory. At the same time, Voronezh residents were also offered secondary housing options in the same location, but these proposals did not suit them, as the developer states. So is it in the area?

“One of the proposals of the Development Group is a completely new apartment, a little further than [человек] lives, but in the same area. The distance from this location is 20 minutes by public transport. But at the same time, the cost of the property offered for exchange is about 5 million rubles. While as a result of the assessment, the market value of the property being resettled was established at 3.7 million rubles. That is, there is no question of somehow deceiving people and profiting from them,” notes the Development Group.

Without trial, but with compensation

House No. 8/2 on Leninsky Prospekt was declared unsafe in January 2022.

“Residents refused to move to the mobile building. In addition, a direct form of management has been established in the house, in which residents independently maintain the internal communications,” the Voronezh mayor’s office commented on the situation in the media.

This means that any repairs are now carried out by the residents themselves at their own expense. Given that the building is in poor condition, a lot of investment is required for comfortable living. The persistent reluctance of residents to move from a dilapidated house is not only dangerous, but also economically unprofitable.

To begin the renovation, the authorities have only one option left – a court case with the apartment owners. Of course, compensation will be due for the premises, but how many more months or years will the rejuvenation of the depressed quarter be delayed? The developer still hopes for a reasonable solution to the problem and that they will soon come to a compromise with all the owners.
