On Wednesday, April 24, a meeting of the interdepartmental commission on the affairs of minors and the protection of their rights under the government of the Samara region was held, which was chaired by acting. Members of the commission discussed the activities that are carried out in the region by subjects of the prevention system in order to instill citizenship, patriotism and morality, and introduce teenagers to creative arts and sports. An important topic discussed at the meeting was preventive work aimed at preventing the involvement of adolescents and young people in extremist activities.

“It is extremely important to protect, first of all, children and adolescents from criminal influence, since due to their age they do not have the necessary experience and critical thinking, and can fall under the influence of the ideology of violence and extremist positions. Considering the possibilities of modern times, which allow criminals to use to work with information and communication technologies among young people, we need to effectively counter them on the Internet,” said Natalya Katina, opening the meeting.

According to information from the Department of Legal Support and Organizational Activities of the Ministry of Youth Policy, the youth information security center of the State Budgetary Institution SO “Agency for the Implementation of Youth Policy”, subordinate to the ministry, constantly monitors electronic and print media, social networks to identify extremist materials and facts of visits websites containing calls for extremist and terrorist activities by minors.

During the first quarter of this year, 293 links were identified on the network “Internet“containing illegal content. Of these, 243 links were blocked, the rest are under review. 112 accounts containing extremism, terrorism, violation of the constitutional order, and discrediting the Armed Forces of the Russian Federation were processed.

Employees of the Center for Combating Extremism of the Main Directorate of the Ministry of Internal Affairs of Russia for the Samara Region also monitor Internet resources, including thematic groups and personal accounts on social networks. This year, information was sent to the Roskomnadzor Office for the Samara Region regarding 50 Internet resources that posted materials included in the Federal List of Extremist Materials, 45 of them were blocked.

Systematic work to counter the involvement of adolescents and young people in extremist, destructive activities has been built by the regional Ministry of Education and Science. The head of the general education department of the ministry, Tatyana Lapshova, said that in order to identify students with destructive manifestations, social and psychological testing is organized in educational institutions. Based on its results, additional research is carried out with the children and plans for individual and group preventive work are formed.

Every year, class teachers conduct a sociometric study that allows them to study social relationships within the class. The pedagogical tools also include monitoring studies (for example, the work of school reconciliation services, intra-school conflict commissions), an annual anonymous survey of students on issues of attitudes towards people of other nationalities, and monitoring of students’ accounts on social networks. It should be noted that the Samara region is one of the few regions where reconciliation services have been created and operate in all educational organizations.

The intensification of work with difficult teenagers is facilitated by the appearance in the current academic year in educational organizations of the Samara region of advisers to the director for education and interaction with children’s public organizations and coordinators of the Russian movement of children and youth “Movement of the First”. At the level of an educational organization, the adviser becomes a mentor to students prone to destructive behavior. By April 2024, such activities covered 4,908 students in the “risk group” based on the results of socio-psychological testing and 2,599 students on preventive registration.

An important area of ​​work is the continuous improvement of the training of teaching staff in terms of preventing deviant behavior of students. Following the meeting of the commission, protocol instructions were given, among which was the organization of training for teaching staff of educational organizations on the prevention of the spread of criminal subcultures among minors.

Members of the commission discussed the issue of preventing offenses and crimes committed by minors from among foreign citizens and stateless persons living in the Samara region. Representative of the Main Directorate of the Ministry of Internal Affairs of Russia for the Samara Region, Tatyana Gordeeva, said that in 2023, law enforcement agencies took a whole range of measures aimed at timely prevention, detection and suppression of violations of migration legislation. Police officers suppressed administrative offenses in this area by 34.8% more than in 2022. Protocols on administrative offenses in the field of migration legislation were drawn up against 95 minor foreign citizens, which is 115.9% more than in the same period last year.

Employees of the PDN Headquarters conduct a weekly analysis of the operational situation related to the commission of offenses by migrant teenagers, establish the reasons and conditions for their commission, and take preventive measures. Territorial police departments conduct raids on places where minors are concentrated in order to identify migrant teenagers illegally staying in the region. The measures taken made it possible to reduce the number of crimes committed by foreign citizens against minors by 35.2% in 2023.

This year the trend continues. During the first quarter of 2024, 21 protocols on administrative offenses in the field of migration legislation were drawn up against minor foreign citizens. 15 people were placed in a temporary detention center for juvenile offenders of the Main Directorate of the Ministry of Internal Affairs of Russia for the Samara Region. Subsequently, measures were taken against six teenagers (residents of the republics of Tajikistan and Uzbekistan) to fine and expel them from the territory of the Russian Federation.

Special attention, together with the Ministry of Education, is paid to identifying minor foreign citizens who are subject to education and registered with migration authorities, but who do not attend educational organizations, in order to involve them in the educational process.
