These three-story buildings in the village of Kharino belong to the Iceberg residential complex. And the name justifies itself. They do not have the warmth and comfort of home, although there are potential residents. Almost all apartments have been sold out. And the residents know each other by sight. We met at meetings three years ago, establishing neighborly connections. But, in fact, they never received the keys.

The construction of new buildings in Kharino began in 2018. The developer promised to deliver three houses in 3 years. As a result, the deadlines began to be pushed back. At first they cited the pandemic, saying that factories stopped, materials stopped being imported and construction stopped. Then they found another excuse – there was a financial crisis in the company. There is no money for the project. As a result, the houses were completed only by 2022. And they were officially handed over only in December 2023. But residents are in no hurry to sign acceptance certificates. New buildings have neither heating nor water. To solve this problem, people turned to the prosecutor’s office.

The arrival of the Deputy Prosecutor of the Tula Region caused the boiler room workers to stir as well. As a result, after 2 hours, one of the nine entrances to the water was finally connected. The company’s deputy contractor promised that by the end of the week heating will be available in all apartments. But this is not the only violation that worries residents. So, there are no partitions on the balconies. It turns out that you can get into your neighbor’s apartment without going out onto the site. And to some in general, through the gap above the front door. You can easily put your hand into it.

According to the deputy contractor, residents can get the keys to the apartment now. Moreover, there will be both water and heating. But residents should not expect monetary compensation. The company, according to its employees, is almost bankrupt and there is nothing to pay a fine for failure to meet deadlines for delivering houses.
