On April 25, at the Financial University under the Government of Russia, the Minister of Finance of the Kaluga Region, Valentina Avdeeva, took part in the XII Vasiliev Readings – the annual forum “Public Finance: Science and Practice”.

Every year, during the forum, leading financial experts discuss the most pressing issues on the budget agenda. This year’s theme is “The Budget Process as a Tool for Ensuring Economic Stability.”

The event was attended by Deputy Minister of Finance Alexey Lavrov, Director of the Department of Budget Policy in the Social Sector and Science Svetlana Gashkina, Director of the Department of Revenue of the Ministry of Finance of Russia Elena Lebedinskaya, heads of regional and municipal financial authorities, and representatives of Russian science.

The forum discussed innovations in budget, tax and procurement legislation, and current issues of financial support in sectors of the social sphere.

As the press service of the governor and the regional government reported, Valentina Avdeeva spoke at the plenary meeting with proposals to ensure the balance of regional budgets in the current economic situation.

The Minister proposed to consider the possibility of amending the articles of the Budget Code to change the system of payment of individual excise taxes in favor of the consolidated budgets of the regions: transfer to the regional level part of the revenue from the payment of excise taxes on tobacco products; amend the Federal Law on Compulsory Health Insurance: transfer from the regional to the federal level the authority to pay insurance premiums for compulsory medical insurance for the non-working population. The head of the department also proposed revising the federal standard for financial costs for providing medicine to one citizen per month; give regions the opportunity to direct released funds to priority areas of socio-economic development, including the modernization and construction of communal infrastructure.
