Sanctions continued to have a negative impact

The imposed sanctions continued to have a negative impact on Murmansk. In particular, this affected the fishing industry. It was necessary to build new supply chains, said the head of the city administration, Yuri Serdechkin, during a report on work in 2023.

All this affected the budget – agricultural tax revenues decreased. Total budget revenues of Murmansk in 2023 amounted to 22.1 billion rubles. The volume of tax and non-tax revenues at the end of the year decreased by 4.6%.

At the same time, the decisions made by the regional government of the Murmansk region made it possible to complete all assigned tasks in full, said Yuri Serdechkin.

Gratuitous budget revenues increased by 10.7%. As a result, total revenue increased by 3.8% compared to 2022. The total volume of budget expenditures decreased by 5.7% and amounted to 22.9 billion rubles.

“We have fulfilled the tasks that we set for ourselves. It was not me who had to make cuts in expenses, including those of a social nature. Our budget continues to be exclusively socially oriented – more than half of our expenses go to the education sector,” said the head of the city administration.

Earlier, Mayor Igor Morari called problems with the city budget the main difficulty in 2023.
