The prosecutor’s office of the Ivanovo region analyzed the results of supervision over the implementation of legislation by the administration of the Ivanovo urban district, the press service of the supervisory authority reports.
It has been established that since the beginning of this year, the prosecutor’s office of the Leninsky district of Ivanovo has made 36 submissions to the head of the city and his deputies, 24 to the heads of structural divisions of the city administration, 10 to the MKU “Road City Management”.
The intervention of the prosecutor’s office was required by the facts of long-term inaction of the administration in matters of recognizing apartment buildings as unsafe and subject to demolition. In addition, only after the prosecutor’s office appealed to the court, the resettlement deadlines for 63 apartment buildings recognized as unsafe since 2018 were established.
Along with this, the obligation to properly maintain municipal housing is not fulfilled. Thus, the vacant municipal housing stock contains about 500 premises, including more than 100 comfortable apartments, half of which require renovation. Failure to take measures to bring housing to a condition that meets sanitary and technical requirements prevents its provision to citizens in need of residential premises.
No decisions were made on the integrated development of urban areas if there were areas in the city occupied by dilapidated and dilapidated buildings in respect of which such decisions could be made. At the same time, the administration of Ivanovo is positively addressing issues of issuing permits for the construction of apartment buildings in areas of the city predominantly occupied by individual residential buildings that are not provided with the necessary infrastructure.
Insufficient attention is paid to ensuring the housing rights of orphans and providing support measures to large families. Thus, as of January 1, 2024, more than 2.5 thousand families are registered in the city of Ivanovo and are subject to provision of land plots. Moreover, in 2022-2023. The administration sold 44 plots for individual housing construction.
The prosecutor’s office has repeatedly taken response measures in connection with the improper organization of the work of the administration and its subordinate institutions in the field of improvement. In 2024 alone, the head of the MKU “Road Municipal Management” was brought to administrative responsibility 10 times, including for violating regulatory requirements for road maintenance.
Violations in the area of procurement of goods, works and services for municipal needs are systemic. Thus, in 2023, the Ecology Committee, in the absence of competitive procedures, concluded contracts for the elimination of Sosnovsky’s hogweed. In 2024, similar violations were committed when concluding 3 contracts as part of the implementation of the subprogram “Environmental Protection of the Municipal District of Ivanovo”.
Based on the results of prosecutorial checks, criminal cases have been initiated against the head of the environmental committee and the head of the housing and communal services department of the administration, which have now been sent to court for consideration on the merits. Violations of anti-corruption legislation were revealed by the deputy head of the administration, and therefore he was fired due to loss of confidence.
In this regard, the regional prosecutor’s office informed the regional governor about the presence of systemic violations in the work of the city administration.
