At the federal level, it is planned to establish special rules for providing parking spaces in residential areas. Prosecutor General Igor Krasnov stated this during a speech at the Federation Council. According to Kommersant, inspections by prosecutors in various regions showed many cases where developers did not allocate the required number of parking spaces.

Currently, there are no nationwide standards for organizing residential parking. This issue is regulated at the level of regional and municipal laws, as well as recommendations of the Ministry of Transport, which are not binding.

According to Krasnov, due to the lack of clear parking rules in most regions of Russia, there is a massive violation of the rights of car owners, including people with disabilities. Due to the lack of parking spaces, drivers are forced to leave their cars on lawns, playgrounds and sidewalks.
