According to the antimonopoly agency, in April of this year, the Regional Center for Continuing Education (a subordinate institution of the Department of Education of the Tomsk Region) held an auction for the supply of 3D printers to equip schools in the amount of 16.9 million rubles.

As a result, the individual entrepreneur complained about the customer’s actions, pointing out that the auction documentation had been adjusted for the goods of a specific company.

“When considering the case, the commission found that the requirements specified by the customer in the technical specifications correspond to the characteristics of the product of only one manufacturer. The customer confirmed that he initially formed the technical specifications based on the characteristics of a specific manufacturer, but indicated that the description of the purchase item also fits products from another manufacturer.”– reported the OFAS.

It is noted that subsequently the customer was unable to provide evidence of the presence on the product market of at least two manufacturers whose product characteristics would meet the prescribed requirements.

“The commission ordered the customer to make changes to the description of the procurement object and re-conduct the procurement. For violations, the customer’s officials will soon be brought to administrative responsibility.”,” the department summarized.
