On Thursday, April 25, the head of Samara Elena Lapushkina held a meeting with representatives of carrier organizations responsible for waste removal from the city, as well as with representatives of the municipal solid waste (MSW) management authority.

Deputy Head of the Department of Urban Economy and Ecology – Head of the Environmental Protection Department Dmitry Khaistov said that recently the number of requests related to poor cleaning of container sites has increased. According to him, 450 complaints were received in April alone.

The sanitary condition of waste sites is constantly monitored throughout the city. 114 areas remain uncleared. As noted by the head of the department of urban management and ecology of the Samara administration Alexander Andriyanov the most complaints are in Oktyabrsky, Sovetsky and Zheleznodorozhny districts.

General Director of Rassvet LLC Sergey Zabrodov reported that the reason for poor cleaning of container sites is a shortage of personnel.

— Since October-November we have had a shortage of drivers at our enterprise. We need 90 people just to carry out our duties. Now 30 is missing. Naturally, people are overloaded. For now, this problem persists,” he noted.

The problem was also aggravated by the work to put the city in order as part of the month of improvement.

“The amount of garbage is increasing significantly,” emphasized the director of EcoStroyResurs LLC. Mikhail Zakharov — it becomes more difficult to cope with such a volume of MSW and bulky waste for removal.

To avoid such situations, the head of Samara ordered to raise additional funds and use the services of subcontractors.

— By the end of the month, it is necessary to remove all accumulated garbage, including large ones, so that the responsible services can clean up the sites themselves. If you can’t cope, then attract additional forces, hire equipment and workers,” said Elena Lapushkina and added that the city, in turn, is trying to fully fulfill its obligations to maintain container sites.

Last year, we purchased about 2,500 thousand new containers, which are serviced by specialists from the Samara MP “Zhilider”. Carriers are responsible for waste removal.

During the meeting, we discussed the problem of garbage appearing in those places from which specialized enterprises regularly remove it. Previously, there were cases when waste from others appeared in the territory served by one organization.

“We are faced with a situation where the container site is being cleaned, and the very next morning residents are complaining about the accumulation of garbage. We found out that some companies from different regions are not fulfilling their duties in good faith. Garbage that should be removed is dumped at the sites of other organizations. There were cases. We need to deal with this,” said a representative of one of the contractors.

Speaking about this, Elena Lapushkina emphasized that it is necessary to organize a meeting and invite law enforcement officers to it. During the discussion, the issue of strengthening sanctions for unscrupulous carrier companies will be considered.
