Information about participants in electronic auctions for the right to conclude an agreement on integrated development of the territory (CDT) is not published in the public domain and is not disclosed upon requests from the media. Only the organizer and the competitors themselves know who took part in the auction and with what price proposals, a GIPERNN.RU correspondent found out.
As explained in the regional Ministry of City, the rules for bidding on CRT projects are established by Decree of the Government of the Russian Federation No. 701 of May 4, 2021. In the open part of the electronic platform on which the auction is held, only the specification of the lot, the transaction price and the name of the winner are published. According to the operator’s internal regulations, only the organizer and trading participants have access to the closed part.
Thus, it is not possible to provide information to the closed part of the electronic platform, the Ministry of City reported in its response to a request from GIPERNN.RU.
Let us recall that at the beginning of April an auction was held in Nizhny Novgorod for the right to conclude a CRT agreement within the boundaries of Ashkhabadskaya, Genkina, Tverskaya and 2nd Oranzhereynaya streets in the Sovetsky district. The winner was declared Arkhangelsk developer Nord-Invest, part of the Akvilon group of companies, offered the maximum price for the lot – about 240 million rubles. The amount turned out to be almost 55 times higher than the starting price.
For the right to develop the territory eight developers competed, the press service of the government of the Nizhny Novgorod region previously reported. According to information from the GIS “Torgi” website, all submitted applications were allowed to participate in the auction. Who, besides Aquilon Group of Companies, applied for the site and how much money was willing to pay remains unknown. The organizer of the auction was the Institute for Agglomeration Development of the Nizhny Novgorod Region, subordinate to the Ministry of the City.
