The ceremonial meeting of the Association of Municipalities of the Irkutsk Region was held today, April 26, in the regional center.

Governor of the Irkutsk region Igor Kobzev presented the participants of the meeting with awards from the All-Russian Association for the Development of Local Self-Government, the press service of the head of the region reports. The results of the second regional competition “Best Municipal Employee of the Irkutsk Region” were also summed up.

– The President of the Russian Federation has repeatedly emphasized the importance of ensuring the personnel base of local self-government. It is the heads and municipal employees who are closest to the people. They solve problems of socio-economic development and improvement of the territory, creating comfortable living conditions for citizens. It is necessary to strengthen work with the population in order to better understand the needs of citizens and solve pressing issues as soon as possible, take all measures to improve people’s living standards, noted Igor Kobzev.

The governor recommended that the heads of municipalities strengthen personal control over the construction of social facilities, repairs, and pay special attention in their work to supporting the families of participants in the special military operation.

Let us recall that on April 18, an agreement on interaction was signed between the regional government and the Association of Municipalities of the Irkutsk Region. The document was signed by the governor of the Angara region, Igor Kobzev, and the chairman of the association, the mayor of the city of Cheremkhovo, Vadim Semenov. The agreement involves the interaction of the parties to develop and implement measures aimed at supporting and developing local government in the Irkutsk region.

– Municipalities of the region actively participated in the work to improve the competencies of municipal teams and introduce successful practices. In the Irkutsk region, thanks to the well-established interaction between the municipal community and the governor, important tasks for municipalities are being solved. Thank you all for your conscientious attitude to work and work for the benefit of a large and strong Russia! – said the co-chair of the All-Russian Association for the Development of Local Self-Government, a member of the presidium of the Council under the President of the Russian Federation for the Development of Local Self-Government, in a video message to the participants Irina Guseva.

The head of the region presented awards to the All-Russian Association for the Development of Local Self-Government. Medals “For the Development of Local Self-Government” were awarded to the President of the Association of Siberian and Far Eastern Cities, a member of the Council under the President of the Russian Federation for the Development of Local Self-Government, Chairman of the Chamber of Urban Districts of the Association of Municipalities of the Irkutsk Region, Mayor of Irkutsk Ruslan Bolotov, Deputy Chairman of the Association of Municipalities of the Irkutsk Region, Mayor of Angarsk urban district Sergei Petrov and chairman of the Association of Municipalities of the Irkutsk Region, mayor of the city of Cheremkhovo Vadim Semenov.

Diplomas “Best Head of Local Government” were awarded to the head of the Tanguy municipal formation of the Bratsk district, Olga Bashkova, and the head of the administration of the Vladimir municipal formation of the Zalarinsky district, Elena Makarova. The honorary title “Best Employee of Local Government” was awarded to Deputy Mayor – Chairman of the Committee on Budget Policy and Finance of the Irkutsk Administration Alfiya Valiulina, Administrative Affairs Manager – Deputy Mayor of the city of Cheremkhovo Galina Popova, Head of the Department of Social and Economic Development of the Slyudyansky District Administration Oksana Provorova. The diploma of awarding the honorary title “Best Activist of Territorial Public Self-Government” was received by the head of the Pisarevsky rural settlement of the Tulunsky district, Inna Gildebrant.

Badges “For the Development of Local Self-Government” and certificates of honor from the All-Russian Association for the Development of Local Self-Government were also awarded.

At the meeting, the winners of the second regional competition for the title of best municipal employee were announced. A total of 19 applications were submitted for participation. Based on the results of two stages of the competition, in the nomination “Urban planning policy, ensuring a favorable living environment for the population and development of housing and communal services,” the first place was taken by the head of the tourism sector of the department of investment activities and tourism of the committee on economics and strategic planning of the Irkutsk city administration, Anzhelika Moskalenko. In the nomination “Municipal Economic Policy and Municipal Financial Management”, Natalia Petukhova, Chairman of the Economic Development Committee of the Bratsk Administration, was declared the winner. In the nomination “Providing effective feedback to residents of municipalities, developing territorial public self-government and attracting citizens to participate in local self-government in other forms,” the head of the Klyuchi-Bulak municipality of the Bratsk district, Tatyana Galats, became the best.

– Today we summed up the work of local governments in difficult conditions. A new page has actually been opened in the history of the Association of Municipalities of the Irkutsk Region. This includes the work of the heads of municipalities in the context of a special military operation, and the solution of tasks set by the president and governor. I am pleased with the attitude of the regional authorities and, first of all, the governor, towards the problems of municipalities. Today we are working constructively, jointly solving the problems that time sets for us,” noted Vadim Semenov.

– I think that it is necessary to include the maximum number of municipalities in the Association. This is necessary for the formation of a joint policy at the municipal level, which is closest to the residents and knows the problems that exist in the territories. And he recommended that the Association enter into agreements with second-level municipalities in order to formulate a work agenda from the point of view of public control. We understand that residents are asking a lot of questions today and there should be feedback, I spoke about this in my Address. I am grateful to the municipal level for being on the front line, working together with residents,” commented the head of the region.
