On April 26, an extraordinary meeting of the Legislative Assembly of the Vladimir Region was held. During the event, the main agenda was the adoption of the law “On amendments to the Law of the Vladimir Region “On the regional budget for 2024 and for the planning period of 2025 and 2026”, taking into account the amendments.

The report was made by Maxim Vasenin, First Deputy Minister of Finance of the Vladimir Region.

“We are solving the following main tasks that we face this year: firstly, we are taking into account the additional volume of targeted gratuitous revenues from the federal budget and the public legal company “Territory Development Fund” in the amount of 564 million rubles.

In addition, we include in the law a significant amount of funds for measures to develop engineering and utility infrastructure, financed through special treasury loans.

We are making some adjustments and redistributing between years the activities financed through the use of infrastructure budget loans. We also include in the regional budget funds allocated for the construction of state and municipal property and the acquisition of real estate for state needs.

“We are also redistributing certain expenses of the regional budget, including through the use of reserved funds from the Vladimir region,” – explained the Deputy Minister.

As a result, the main characteristics of the regional budget change. The volume of income increases by 564 million rubles to 97.4 billion. The volume of expenses increases by 4.8 billion rubles to 109.4 billion rubles. The budget deficit increases by 4.2 billion rubles.

However, as Maxim Vasenin stated, the deficit is fully covered by funds that are involved as balances arising from the results of the 2023 execution. Despite the increase in the overall deficit, in 2024 the Ministry of Finance excludes commercial loans in the amount of 1.2 billion rubles from sources of financing the deficit.

According to the Deputy Regional Minister of Finance, all this in total will lead to a reduction in the upper limit of the public debt of the Vladimir region by approximately 5 billion rubles; it will decrease from 21 to 16 billion rubles.

Additional expenses that are provided for the development of municipal engineering infrastructure are provided with funds from special treasury loans – these are the funds that are raised from the treasury on preferential terms. In 2024, 4 projects will be implemented:

  • Modernization of the heat supply system of the city of Pokrov,

  • Reconstruction of the water drainage system of the Volginsky village

  • Event to modernize the wastewater system of the city of Suzdal

  • Measures to modernize the water supply system of the Sobinsky district.

“These are the funds that are aimed at stimulating investment activity in these territories, and over the course of 15 years, in accordance with the application of the Vladimir region, which was sent to the government of the Russian Federation, they should provide an additional increase in tax revenues, which will fully ensure the possibility of repayment at the expense of additional income funds that the Vladimir region received in 2023″, – explained the deputy minister.

After Avdeev’s announcement about the reconstruction of the airport, the authorities revealed the reason for the emergency meeting of deputies. After the meeting of the Legislative Assembly, Roman Kavinov, deputy chairman of the Legislative Assembly, explained why deputies were urgently gathered to sign changes to the law. As it turned out, this is directly related to the reconstruction of the airport, which was announced by the governor.

Let us recall that in the government building of the Vladimir region a briefing was held by the regional governor, Alexander Avdeev, during which the head of the region announced the reconstruction of the Semyazino airport in Vladimir. On April 22, a decree of the Government of the Russian Federation was signed on the temporary transfer of the airport to the ownership of the Vladimir region for the period of reconstruction.

Earlier, Vladimir News reported that the budget of the Vladimir region is becoming more deficit every year. On November 15, the Legislative Assembly of the Vladimir Region held public hearings on the draft regional budget for 2024 and for the planned years 2025 and 2026. The budget deficit will amount to 7.8 billion rubles. It is worth noting that last year the deficit was 7.5 billion rubles. Thus, the Vladimir region continues to go into debt.

Deputies of the Legislative Assembly of the Vladimir Region discussed the deficit budget. The Vladimir region plans to combat public debt by increasing its own income. Vyacheslav Kuzin noted that region 33 has the lowest and safest public debt. The minister emphasized that the subject is one of 10 regions with a lower level of public debt. There were several questions from the deputies, for example, the Communist faction led by Anton Sidorko was concerned about the sharp increase in the reserve fund of 4.7 billion rubles for the planned year 2024. For comparison, in 2022, for the planned year 2024, the budget of the reserve fund was 1.1 billion rubles. Accordingly, the Communist Party of the Russian Federation is interested in the question of where the stored funds will go.
