TOMSK, April 26 – RIA Tomsk. Auditors identified violations amounting to 115 million rubles during the implementation of the national project “Safe Quality Roads” in 2023 in Tomsk; the effectiveness of pothole repairs also raises questions, the head of the city’s Accounts Chamber, Lyudmila Smolnikova, said on Friday at a meeting of the budget committee of the Tomsk Duma.
It was previously reported that during the transition period (after the snow melts and before the opening of asphalt concrete plants), technology in Tomsk is used to repair the most problematic sections of roads using only cold mixtures. In 2023, almost 6 million rubles were allocated from the city budget for these works; in 2024, the amount of contracts amounted to about 10 million.
“When inspecting the places of work performed, we identified the destruction of places where repaired sections of roads were completed within a year from the date of their completion, which indicates ineffective use of budget funds. Based on the results of the inspection, the question once again arose about the advisability of carrying out partial repairs of destroyed sections of roads without taking into account adjacent sections , which are in a pre-destroyed state,” Smolnikova said.
She clarified that as part of an audit of the national project “Safe Quality Roads,” auditors identified violations amounting to 115.4 million rubles.
“Violations of procurement legislation were identified in the amount of 114 million rubles. This is for the most part an excess of the 10% limit established by 44 Federal Laws on changes in volumes and types of work during the execution of contracts. At the same time, part of these violations (59 million rubles) was attributed to illegal expenses,” added the head of the Tomsk Accounts Chamber.
It was also reported that in 2023, 907 million rubles were allocated for work within the framework of the national project “Safe Quality Roads” in Tomsk, and 947 million rubles in 2024.
