The Main Directorate of the Russian Ministry of Emergency Situations for the Komi Republic recommends to the population:

Be careful when outdoors, refrain from hiking, going to forests and water bodies, as well as from traveling and participating in public events.

If possible, stay in an apartment or other protected area, close windows in houses and apartments, and stay as far away from windows as possible.

Limit your time on the street, remove vehicles from under trees and billboards.

While on the street, avoid billboards, shaky buildings, and houses with unstable roofs.
Stay away from large, lonely trees, power lines, and antennas.

Drivers should be careful on the roads, maintain a safe distance and speed limit. It is dangerous to go on long trips in heavy rain.

Before going on long trips, check the battery level of your cell phone, charge it in advance if necessary, and also take a power bank with you.

If a downpour catches you outside, do not go into recessed rooms.

If a downpour catches you in your personal vehicle, do not try to cross flooded areas. Slowly change lanes to the far right (to the side of the road) and, without resorting to emergency braking, stop driving. Turn on your hazard lights and wait out the downpour. If there is fast water, exit the vehicle and move to higher ground or to a nearby building.
