Today, April 26, the Commissioner for Human Rights in the Omsk Region Irina Kasyanova, summing up the results of the past year, she spoke about the problems that have to be solved in the colonies. Classic appeals from prisoners concern clarification of the law, complaints about the inaction of law enforcement agencies, or doubts about the fairness of the sentence. In addition, the Ombudsman receives requests to check the conditions of detention and compliance with the rights of convicted prisoners. Once Irina Kasyanova was even asked to check the presence of a torture room in one of the colonies. The information has not been confirmed.


“We conducted checks independently and together with public observers and the prosecutor. In IK-7, after publications in the media, no facts of torture or improper detention of prisoners were revealed. And once, human rights activists wrote to us about the presence of a torture room in one of the Omsk colonies,” said Irina Kasyanova. “According to their information, this place was located in the psychological relief room in the club on the third floor. We arrived there with representatives of the Public Chamber, and after inspecting the school, medical offices and canteens, I asked the head of the colony: “Take me to the third floor.” And the institution has only two floors. This was most often not confirmed.

In total, the Omsk Ombudsman visited places of detention 46 times last year. Minor domestic violations are detected regularly. For example, a complaint about the lack of hot water in one of the quarantine departments of the colony was confirmed.

– Based on the results of our inspection, the prosecutor’s office made a presentation to the management of the institution. A cooler was purchased, hot water appeared,” Kasyanova noted.

Starting this year, the Ombudsman began monitoring the situation regarding prisoners with disabilities. As it turned out, all conditions have been created for them in places of deprivation of liberty.

“The colonies have been well renovated, disabled people live on the ground floor, all conditions have been created for their maintenance,” Irina Kasyanova emphasized.

However, there are also violations in the maintenance of disabled people, the essence of which the Ombudsman chose not to name.
