Another lawsuit in the fight for the garbage business in the Tambov region was filed by Ecotechnopark LLC, the founder of which is Technopark LLC. The owner of a 99.7% share in the authorized capital of Technopark is Roman Gerasimov, who also represents the interests of these companies in court. Note that the remaining 0.3% belongs to the youngest son of the head of Kotovsk, Alexei Plakhotnikov.

This time, the applicant Gerasimov, through arbitration, intends to challenge the order of the Ministry of Fuel and Energy Complex and Housing and Communal Services of the Tambov Region dated November 13, 2023 No. 171. This order talks about the possibility of creating and operating a complex for processing, recycling, neutralization and disposal of waste in the region. Thus, the plaintiff claims that there are “serious violations of the law” in the order. Gerasimov’s position was described in detail by the Online Tambov news agency, without naming the “plaintiff.” We are talking about a planned concession agreement for the construction of an eco-technopark – a modern waste processing facility that will significantly reduce the volume of waste dumped at landfills. Roman Gerasimov has been representing the interests of the waste enterprise KomEk LLC for many years as a lawyer. Previously, Gerasimov tried to challenge the tariff for garbage collection, but it did not work out for him. The court refused to invalidate the tariff for the removal of solid waste in the Tambov region. In particular, the court checked the legality of the contested normative legal act and found no violations.

It is also worth noting that, in addition to the garbage industry, Gerasimov was the owner of IT-Service LLC. In 2021, it became known that a criminal case had been opened in Tambov for the destruction of a cultural heritage site. It is interesting that the monument house was owned by LLC “IT Service”, and in 2006 was destroyed by the owner under the guise of carrying out work to adapt the building to modern use. Later, the owners of the destroyed cultural monument tried to sell it, despite the criminal case.
