The Tver Region Prosecutor’s Office, chaired by regional prosecutor Maxim Zhuk, held an interdepartmental meeting on the legality of suspending and terminating the investigation of criminal cases. The meeting was attended by the head of the Investigative Directorate for the Tver Region, Albert Kizimov, and the deputy heads of the Ministry of Internal Affairs for the Tver Region, Artem Stepankov and Sergei Golubev, and others.
Listening to the report of the head of the department for supervision of investigation, inquiry and operational investigative activities of the prosecutor’s office of the Tver region and his co-reporters – the head of the Investigative Directorate of the Ministry of Internal Affairs for the Tver region and the head of the organization of inquiry department of the Ministry of Internal Affairs for the Tver region – smoothly flowed into a lively discussion of the state of legality in organizing the investigation of criminal cases, as well as the quality of prosecutorial supervision.
Maxim Zhuk noted that prosecutors need to prevent the adoption of illegal decisions to suspend and terminate criminal proceedings, ensure the implementation of all investigative actions, especially in criminal cases initiated in connection with crimes that were committed in conditions of non-obviousness. All this requires consistency and periodic checks of such cases. The regional prosecutor also emphasized that in cases where investigators release the perpetrators from criminal liability, a proper legal assessment should be given.
As a result of the meeting, tasks were identified and specific activities were planned that will improve the quality of the work of the supervisory agency and law enforcement agencies.
