During the period of suspension, the team must be provided with competitive playing practice and accompanying development projects, which will allow them to successfully perform at the World and European Championships in the future. The benchmark for the return is the qualifying tournament for the 2030 World Cup, which starts in the fall of 2028.

The concept involves increasing the number of candidates for the national team, including young players who regularly play in the RPL. To this end, it is proposed, together with the leagues, to consider options for improving the system of professional competitions, as well as to develop measures to stimulate the use of young Russian football players in domestic tournaments.

In terms of decisions on gaming practice, the concept proposes holding up to 10 friendly matches annually during official FIFA windows. At the same time, matches and training camps should be divided into categories based on their goal setting and the strength of the opponents. As the concept progresses, it is necessary to gradually increase the share of competitive matches with opponents from the top 80 of the FIFA rankings.

In addition to friendly matches, the concept proposes holding a commercial friendly tournament in Russia or abroad with the invitation of national teams participating in world championships and continental championships.

The concept also touches on the topic of interaction with youth and youth teams. Common principles of play for all teams and model requirements for players must be maintained and improved, and the head coach of the national team, together with the sports director or senior coach of the youth team, must oversee the entire vertical of the teams.

The final block of solutions is devoted to development projects in football analytics. The concept implies the creation of a specialized center within the structure of the RFU, which will take the information support of coaching staffs to a new level. It is expected that the center will interact with the entire vertical of the national teams, as well as with subjects of professional football in terms of supporting the training of football players in academies. At the same time, to unify the collection and improve the quality of data, it is proposed to create a single national standard.
