The updated charter of Chelyabinsk will be adopted at the City Duma meeting on May 21. Chairman of the city parliament Andrey Shmidt told Vecherka about this.

The new document took into account all the new federal legislation and changes in the status of Chelyabinsk, which officially became a city district without intra-city division. The document also stipulates the new size of the deputy corps: 37 people. In April, the draft charter underwent public hearings.

— We got rid of a large number of applications and changes to the charter, because quite a lot had been accumulated over 10 years. Today this is a single coherent document, which we have brought into compliance with federal legislation,” noted Andrey Shmidt.

Deputies will no longer vote for the new charter with red cards, but using an electronic system that provides automatic vote counting. The transition to an electronic system was planned even before the start of the special operation, the appearance of sanctions, and even before the coronavirus epidemic. Unforeseen difficulties were overcome, although it took a lot of time. The new system was tested at a meeting on April 23.

“We managed to carry out the necessary work, and now the City Duma can use video conferencing and remote access. Electronic voting has also been organized. Today everything went smoothly, which makes me happy. In my opinion, it turned out quite convenient,” noted Andrey Shmidt.

Traditional red card voting remains legal. They plan to resort to it in emergency cases, so that even power outages cannot interfere with decision-making.
