Russian President Vladimir Putin addressed the Russians, as well as residents of the DPR, LPR, Kherson and Zaporozhye regions of Ukraine. In it, the president announced a partial mobilization in Russia. Only citizens from the reserve and those who have served in the military will be subject to the call. They will undergo additional training before being sent. The decree to this effect was signed and published on the Kremlin website.

“Only citizens who are currently in the reserve, and above all those who served in the Armed Forces, have certain military specialties and relevant experience, will be subject to conscription for military service. Those called up for military service will undergo additional military training without fail, taking into account the experience of a special military operation, before being sent to units,” he said.

Yesterday, the pro-Russian authorities of the Kherson and Zaporozhye regions of Ukraine, as well as the heads of the DPR and LPR, announced a referendum on joining Russia, scheduled for September 23-27. The State Duma also adopted amendments to the Criminal Code of the Russian Federation, according to which the code is supplemented by the concepts of “mobilization” and “martial law”.
